Carlos Moreno is a Senior University Professor specialised in the intelligent control of complex systems.

After leading his start-up Sinovia to success, he is now Scientific Adviser to the Chief Executive Officer of COFELY INEO, which is part of the GDF SUEZ Group, and he provides on-going support to leaders of value-creating innovation.
The XXIth century, the one of the global cities in an urbanized world, port cities are a particular eco system. They are places of exchanges, melting-pot of mixed population and are often economic lungs of the country. Powerful but also vulnerable, ports cities ask for a special reflection when we talk about Smart Cities. From one city to the other urban intelligence must be adaptive. Relative to the Port City, my intervention will review what for them today being smart brings today in the future.
